Assistance for the National Agency for Public Procurement (ANAP) in the implementation of the ex-ante control system reform. The main activities where ININ support was provided were:
- Training ANAP personnel in applying new ex-ante verification tools and methods as well as on project and contract management principles and techniques;
- Conducting change management / awareness raising workshops with other important stakeholders (e.g. large contracting authorities, control bodies);
- Supporting ANAP in transferring/recruiting additional staff for Directorate for Conciliation
Project outputs:
Workshops and trainings for members of DG ex-ante ANAP on various categories of procurement (intellectual / non-intellectual services, standard goods, etc.) on general characteristics of identified sectors including the industry dynamics, expectations and behaviours of the private operators, expectations and behaviours of the contracting authorities, key issues & challenges, industry trends and benchmarks, common mistakes during the public procurement process, main factors that affect the quality and cost of the outcome/products/services, distribution of main risks between contracting parties, main aspects that need to be checked in the tender documentation.
